1.            I am delighted that one of our joint projects, the Qinzhou Industrial Park is progressing so well. The photos we saw about the progress of construction in QIP is indeed impressive, given that the ground breaking was hardly two years ago. We are also pleased that there will be an Avenue named Zhong-Ma Avenue or China-Malaysia Avenue in QIP. I will make an effort of having a Ma-Zhong Street in Kuantan as well, to serve as a reminder to our posterity of the strong friendship that connects our nations together.

2.            The commitment given by the Central Government and the People's Government of the Guangxi Zhuang Autonomous Region, as well as the People's Government of Qinzhou towards the success of the Sisters Park Project has demonstrated the sincerity of China in building a strong economic partnership with Malaysia. Your hands of friendship are received with passion and commitment, for the mutual prosperity to the people of China and Malaysia.

Kuantan Industrial Park

3.            The Kuantan Industrial Park, despite our best efforts, the excavators are not rolling inside the MCKIP yet. There were some issues that need to be addressed and we are beginning to see breakthroughs in the past few months. We appreciate your patience and are happy that our partners in Guangxi and MOFCOM have given equal attention and efforts towards the success of MCKIP.

4.            We would also like to take this opportunity to record our sincere appreciation for SP Setia and Rimbunan Hijau Group in their contributions for the project thus far. Business realities have prevented them from joining us in the future development of MCKIP and but rest assured that the Government of Malaysia will continue to support the participation of the two companies in the QIP side of our sister park projects.

5.            The Malaysia co-chair of MCKIP Joint Working Group has made a detailed report on the development of MCKIP to the meeting earlier. However, I would like to add a few points from the perspective of the Federal Government:

a)    Integrated Steel Plant Project

·         With regards to the proposed integrated steel plant project, I understand that all relevant authorities including representatives from the Home Ministry, Land and Mining Department, Local Government, Labour Department, Environment Department, as well as iron ore, water, electricity and gas suppliers have stepped up to facilitate in all necessary components of the project. However, we have not received applications or specific details of the project so far.

·         We understand that the steel industry globally is going through some difficult times and we appreciate the importance of timing in making business decisions. Perhaps if the timing is not ideal at this moment, we should kick start MCKIP with another project while the planning for the steel plant project continues.

b)    Additional Land

·         On the acquisition of land belonging to the Defence Ministry, it will not be available in the near term as there are security issues to be addressed. There is also significant cost involved in relocating the naval facility. As such, the land use will have to out-weigh the cost involved.

·         Anyway, this should not be an obstacle to the development of MCKIP Phase One as the allocated land is sufficient for the projects proposed thus far. The State of Pahang has informed that additional land of about 1000 hectares has been identified for the potential use of MCKIP Phase Two and it will be made available when the need arise.

c)    Bird's Nest Testing and Research Facility

·         As for the Bird's Nest Testing and Research Facility, we welcome Guangxi's proposal for the setting up the place in QIP to facilitate the import of Malaysia's raw unclean bird's nest into China.

·         Therefore, I urge for the working group to work out the details and we will talk to our Bird's Nest industry to discuss this proposal further.

d)    BeiDou industrial project and Sino-Malaysian Bank

·         As for the proposals on partnership in Beidou Satellite Positioning System, we take note of the significance of the project and will get the relevant departments on both sides to start discussions as soon as possible. The same goes for the Sino-Malaysian Bank proposal, which we will bring the proposal back to Malaysia for further discussion.

6.            Once again, I would like to state our appreciation for the excellent arrangements and for the hospitality extended to us. This is my first official trip to Beijing and I must say that the secretariat has given me a very good briefing and I am impressed at the various levels of governments in China.

7.            As for Madam Gao and Mr. Zhang, your frankness and sincerity is surpassed only by your leadership and wisdom. I believe that such open and honest discussions are the secrets to the strong relationship and trust between both our governments. I look forward to working closely with you in the near future and together, we shall bring success to the sister parks.

8.            Our officials will be in touch to follow up on the issues discussed and to keep the communications going until we arrange the next meeting in Malaysia at a date to be mutually agreed.

Perasmian Pejabat Wilayah Selatan MIDF, JOHOR

Assalamualaikum W.B.T dan Salam Sejahtera.

1.            Saya ingin mengambil kesempatan ini untuk mengucapkan ribuan terima kasih kepada MIDF kerana mengundang saya bagi menyempurnakan perasmian Pejabat Wilayah Selatan MIDF yang terletak di Tingkat 15 di bangunan Menara TH ini. 

2.            MIDF adalah institusi kewangan yang berada di bawah Kementerian Perdagangan Antarabangsa dan Industri (MITI) yang menawarkan pelbagai perkhidmatan dan inisiatif untuk manfaat usahawan serta syarikat-syarikat tempatan. 

3.            MIDF memberikan fokus kearah menyediakan bantuan kewangan kepada perusahaan kecil dan sederhana (PKS) yang mewakili 97.3% daripada jumlah keseluruhan entiti perniagaan yang berdaftar di Malaysia mengikut Bancian Ekonomi tahun 2011. Daripada jumlah tersebut, 95% adalah di bawah sektor perkhidmatan dan pembuatan. Syarikat-syarikat PKS dijangka akan menyumbang sekurang-kurangnya 41% kepada Keluaran Dalam Negara Kasar (KDNK) pada tahun 2020, iaitu peningkatan sebanyak 9% daripada tahap yang telah dicapai pada tahun 2010 iaitu 32%. 

4.            Berkuatkuasa pada 1 Januari 2014, dijangka lebih banyak lagi syarikat, khasnya dari sektor perkhidmatan akan diklasifikasikan sebagai PKS berdasarkan definisi baru PKS, malahan peratus bilangan PKS daripada jumlah keseluruhan perniagaan di negara ini dijangka akan meningkat daripada 97.3% ke 98.5%.

5.            MIDF akan terus memberi fokus dalam menawarkan pembiayaan pinjaman kepada syarikat-syarikat PKS bagi mendapat bantuan kewangan berterusan daripada pihak Kerajaan kerana ini akan membantu syarikat-syarikat PKS dalam mencapai tahap sumbangan kepada KDNK tersebut. 

6.            Sehubungan itu, MIDF menawarkan skim pinjaman mudah bagi manfaat PKS dan juga syarikat-syarikat bukan PKS di antaranya; Skim Pinjaman Mudah Bagi Perusahaan Kecil dan Sederhana (SLSME), Skim Pinjaman Mudah Bagi Automasi dan Modenisasi (SLSAM), Skim Pinjaman Mudah Bagi Peningkatan Sektor Perkhidmatan (SLSCD), Skim Pinjaman Mudah Bagi Sektor Perkhidmatan (SLSSS); dan Skim Pinjaman Mudah Bagi Usahawan Automotif Bumiputera (SLBAE).  Harapan saya adalah supaya skim pinjaman yang ditawarkan dapat membantu para usahawan untuk menghasilkan produk dan perkhidmatan yang mampu untuk berdaya saing dan kompetitif di peringkat tempatan dan antarabangsa. 

7.            Saya dimaklumkan bahawa setakat 31 Disember 2013 secara keseluruhannya, MIDF telah meluluskan 9,507 permohonan pinjaman dengan nilai pinjaman RM11.8 bilion.  Bagi negeri Johor termasuk Melaka, sebanyak 1,274 permohonan pinjaman telah diluluskan pada nilai RM2.1 bilion setakat 31 Disember 2013.  Bagi tahun 2014, MIDF mensasarkan permohonan pinjaman secara keseluruhan sebanyak RM600 juta kepada sekurang-kurangnya 400 syarikat tempatan.

8.            Saya turut dimaklumkan bahawa fokus pembiayaan MIDF bagi tahun ini adalah untuk mewujudkan usahawan tempatan yang berdaya saing dan berdaya maju bagi meningkatkan tahap kesediaan menghadapi pasaran terbuka. MIDF mensasarkan penyaluran bantuan pinjaman kerajaan berjumlah RM600 juta dalam tahun ini dan dari jumlah tersebut, RM200 juta diperuntukkan kepada syarikat Bumiputera, yang mana RM100 juta digunakan bagi meningkatkan tahap pegangan aset hartanah oleh syarikat Bumiputera melalui pembiayaan sehingga 100% kos pembelian aset tersebut pada kadar tetap serendah 4% setahun. RM100 juta seterusnya digunakan untuk meningkatkan tahap daya saing syarikat Bumiputera melalui pembiayaan pembelian mesin, peralatan industri dan pembiayaan modal kerja juga pada kadar tetap serendah 4% setahun. 

9.         Di samping itu, sejumlah RM400 juta lagi akan disasarkan kelulusan di bawah program-program sedia ada bagi meneruskan kesinambungan pembangunan syarikat tempatan iaitu:

·         program pembiayaan bagi pengembangan dan pengwujudan syarikat PKS tempatan di      bawah program Skim Pinjaman Mudah Bagi PKS (SLSME);
·         program pembiayaan bagi peningkatan tahap produktiviti dan penggunaan automasi serta  modenisasi oleh syarikat perkilangan di bawah program Skim Pinjaman Mudah Bagi  Automasi dan Modenisasi (SLSAM);

·         program peningkatan kapasiti syarikat perkhidmatan tempatan di bawah program Skim      Pinjaman Mudah Bagi Peningkatan Kapasiti Perkhidmatan (SLSCD):

·         program bagi peningkatan daya saing syarikat perkhidmatan tempatan di bawah Skim        Pinjaman Bagi Sektor Perkhidmatan (SLSSS); dan

·         program pengembangan aktiviti perniagaan syarikat Bumiputera yang memiliki Permit        Kelulusan Terbuka atau "Open AP" di bawah Skim Pinjaman Bagi Usahawan Automotif    Bumiputera (SLBAE).

10.         Antara jenis-jenis pembiayaan yang ditawarkan oleh MIDF di bawah program-program tersebut adalah:

·         Pembiayaan pembelian asset tetap seperti tanah, bangunan kilang dan premis                    perniagaan;

·         Pembiayaan pembelian mesin, peralatan, kenderaan perniagaan, perisian dan                    perkakasan komputer; dan

·         Pembiayaan modal kerja dan pemfaktoran.

11.         Dana terbaru yang akan dilaksanakan oleh MIDF adalah Dana Pelaksanaan Gaji Minima PKS. Dana ini bertujuan membantu syarikat PKS yang terjejas akibat pelaksanaan gaji minima melalui bantuan pembelian mesin, peralatan, modal kerja dan pensijilan.  RM100 juta akan diperuntukkan oleh MIDF bagi tujuan ini.

12.         Dalam menjalankan perniagaan, MIDF tidak lupa kepada mereka yang memerlukan. MIDF telah memainkan peranan dengan membantu syarikat-syarikat PKS yang terjejas akibat bencana banjir yang telah melanda Terengganu, Pahang, Kelantan dan Johor melalui Dana Kecemasan PKS.  Dana ini bertujuan untuk membantu memulihkan semula perniagaan PKS yang terlibat dan boleh digunakan untuk pembiayaan pembelian mesin dan peralatan, pembaikan premis yang terjejas serta keperluan modal kerja seperti pembelian bahan mentah.

13.         Tahniah, saya ucapkan kepada MIDF kerana telah banyak memberikan peluang kepada syarikat-syarikat tempatan untuk berjaya dalam perniagaan mereka dan di samping itu saya juga percaya MIDF mempunyai hasrat yang amat murni untuk menyaksikan syarikat tempatan terutamanya syarikat PKS sentiasa berada ditahap kompetitif dalam menghadapi persaingan daripada syarikat antarabangsa, bahkan MIDF mahu terus membantu mereka untuk menembusi pasaran global.  Saya berharap semoga segala niat murni MIDF dalam memperkasakan syarikat-syarikat tempatan akan terus berhasil dan berjaya.

World Halal Week 2014

A very good Morning and Salam 1Malaysia

1.            I am honoured to welcome all of you to the soft launch of the World Halal Week 2014.

2.            The Malaysian Government charted the path for development of the halal industry more than 35 years ago.  Since then, initiatives were intensified to further accelerate the growth of this industry. It is heartening to note that the industry has grown from strength to strength, with halal products and services now garnering the interest and attention of reputable Multinational Corporations and developed nations.

3.             The World Halal Week 2014 provides an important avenue for industry players and stakeholders to deliberate upon global issues impacting the industry.

4.            In this regard, I am pleased to announce that the Ministry of International Trade and Industry (MITI) will once again organise the World Halal Week (WHW) 2014, which will be held from the 9th until the 12th of April 2014 at the Kuala Lumpur Convention Centre.

5.            Various programmes have been slated to take place during the World Halal Week, and these include the 11th Malaysia International Halal Showcase (MIHAS) organized by MATRADE and the World Halal Conference (WHC) organized by HDC. 
6.            The World Halal Week (WHW) is now a much anticipated international halal event. It is an event that brings together business leaders, industry players, entrepreneurs, scholars and stakeholders from all over the world to address issues that are important to the global halal industry.  More importantly, it provides an avenue to inspire wealth creation through new research findings and innovative creations in halal.

7.            Over the years, MIHAS has also gained recognition as the best entry point for products and services seeking positioning and acceptance in the Global Halal Marketplace. Since 2005, MIHAS has generated more than RM 7 billion in sales, and in 2013 alone, the negotiated sales were valued at  RM411.32 million.

8.            The theme for this year's  MIHAS is "Energizing Halal Business Growth".  A total of 620 booths will be provided for exhibitors, an addition of 102 booths from last year. A wider range of products will be showcased and this will include new creations and innovative halal products. Companies from Saudi Arabia and South Africa are the new exhibitors this year and in total, we have received confirmation from 17 exhibiting countries. To date, 355 companies have confirmed their participation.

9.            Since 2007, HDC has organized Halal Conferences which focused on Halal Research and Innovation. This year, the Conference will take on a different approach and look at issues surrounding Global Food Security from a Halal perspective.

10.         The conference expects to receive more than 600 participants with a keen interest in the development of global halal knowledge and global halal industry. There will be panelist sessions and presentations by prominent and distinguished speakers on challenges and including those that have an effect on the halal economy.  There  will also be a halal-related exhibition displaying the latest research findings and innovation in halal. Business-matching sessions customized towards specific halal activities will also be arranged. 

11.         MITI and agencies will continue to implement initiatives which will firmly position Malaysia's role in the global halal industry. Our emphasis is on enhancing the capabilities and capacities of Malaysian industry players to further enhance their competitiveness in the global market.

12.         I am certain that this year's World Halal Week will prove to be another high profile international event for the global halal industry. It is my hope that the World Halal Week will be highly successful in achieving its aims and result in  meaningful outcomes and deliverables that are beneficial to the global halal industry.

POSISI Ketua Puteri UMNO bukanlah jawatan sebarangan. Jika tidak tabah menghadapi dugaan dan cabaran, jangan bermimpi mahu berada di kedudukan nombor satu sayap parti Melayu berpengaruh di Malaysia itu.

Ditambah pula dengan situasi semasa yang memperlihatkan ramai golongan belia termasuk wanita muda lingkungan usia 18 ke 35 tahun semakin cenderung menyokong pembangkang. Jadi, cabaran sebagai Ketua Puteri memang besar.

Individu yang memegang jawatan itu perlu berhadapan dengan tanggapan negatif golongan muda hari ini kononnya apa yang dilakukan kerajaan Barisan Nasional (BN) hanya menindas rakyat dan tidak terlepas daripada rasuah.

Itulah senario dihadapi oleh Mas Ermieyati Samsudin sejak diangkat sebagai Ketua Puteri UMNO baharu pada pemilihan parti itu Oktober tahun lalu.

Ahli Parlimen Masjid Tanah itu dipilih bagi menggantikan Datuk Rosnah Abdul Rashid Shirlin.

Menjangkau 100 hari sebagai Ketua Puteri, Mas Ermieyati yang ramah orangnya mengakui masih banyak yang perlu dipelajarinya untuk membantu parti serta kerajaan BN terus kekal di hati rakyat khususnya golongan wanita muda.

Dalam satu pertemuan baru-baru ini, Mas Ermieyati mendedahkan perkara pertama dilakukannya setelah diangkat sebagai Ketua Puteri ialah mengumpulkan kesemua barisan exco pergerakan itu yang juga baru dipilih terdiri daripada hampir 75 peratus muka baharu.

Tujuannya merapatkan 'saf' pergerakan puteri itu sendiri.

Beliau sedar, selepas pemilihan pasti akan wujud sedikit perpecahan berikutan perbezaan pandangan, malah beliau maklum ada yang 'tidak menyokongnya'. Tetapi beliau positif mahu memacu pergerakan itu terus berkembang memainkan peranan penting kepada parti.

"Alhamdulillah, walaupun saya tahu ada yang mungkin kurang bersetuju dengan saya tetapi mereka menerimanya secara positif dan saya juga bersikap positif terhadap mereka kerana kami berada dalam satu saf kepimpinan sayap. Komitmen setiap ahli dituntut," ujarnya.

Antara langkah pertama yang diambil selepas menerajui sayap termuda itu adalah bertemu dengan semua Pengerusi Perhubungan UMNO Negeri bagi membincangkan pemilihan barisan kepimpinan pergerakan puteri di peringat negeri. "Kami telah menjadi sayap paling awal menyelesaikan perkara itu," katanya.

Menurut Mas Ermieyati, tempoh 100 hari kepimpinannya sebagai Ketua Puteri UMNO adalah sangat singkat untuk dinilai dan beliau belum berupaya melaksanakan kesemua rancangan yang telah dirangka.

Lagipun beliau tidak mahu terburu-buru.

"Saya melihat dalam tempoh 100 hari ini, saya tidak dapat buat banyak, tetapi yang saya sedang lakukan ini ialah membina asas," katanya.

Sebab itu langkah pertama pergerakan itu adalah menjalankan program daftar pemilih.

"Kami cuba mendaftarkan sebanyak mungkin belia yang akan menjadi penyumbang besar undi pada pilihan raya umum akan datang dan dalam masa sama menambat hati mereka untuk bersama-sama Puteri UMNO menerusi pelbagai program yang telah diatur sepanjang tahun.

"Saya mahu membentuk pergerakan puteri yang bukan hanya sebagai satu sayap parti dalam UMNO tetapi juga dilihat dekat di hati masyarakat melalui sentuhan gerak kerja," jelas beliau.

Mas Ermieyati turut memberi tumpuan kepada pemerkasaan jentera siber Puteri UMNO kerana menyedari ia antara medium utama memberi penerangan mengenai sesuatu isu kepada kumpulan sasar.

Pergerakan tersebut tidak akan putus asa memberi latihan kepada jentera siber mereka dalam usaha mematahkan dakyah serta tohmahan pembangkang terhadap kerajaan amnya dan UMNO khususnya.

"Kami memang memberi penekanan serius untuk menangani 'perang' media siber ini. Kami mempunyai jentera sendiri tetapi berpendapat dalam isu ini penyelarasan harus dilaksanakan oleh semua sayap UMNO, bukan hanya Puteri sahaja supaya kesannya lebih efektif," katanya.

Apabila diajukan soalan mengenai pergerakan itu yang dilihat lesu di bawah kepimpinan beliau, Mas Ermieyati berharap pandangan itu dilihat daripada sudut positif.

Hakikatnya kata beliau, Puteri UMNO sentiasa ke hadapan dalam membantu rakyat, cuma kurang liputan media kerana berpendapat mereka perlu lebih banyak lagi belajar.

"Saya terima kritikan itu dan seperti saya katakan, barisan kepimpinan kali ini terdiri daripada 75 peratus muka baharu. Kami akui banyak perkara perlu dipertingkat serta diperkemaskan dan dari semasa ke semasa kami berusaha mengatasi kekurangan kami, lagi pun baru 100 hari saya jadi Ketua Puteri, masih banyak program belum dilaksanakan lagi," ujarnya.

Mas Ermieyati turut mengakui pergerakan di bawah pimpinannya tidak menonjol dalam memperjuangkan isu-isu semasa seperti kalimah Allah, kenaikan kos sara hidup dan sebagainya tetapi menafikan tiada tindakan diambil oleh pihaknya.

Sebaliknya, pergerakan tersebut lebih gemar mengadakan diskusi ilmiah dengan pihak-pihak terbabit dalam sesuatu isu.
